Abstract

The major reforms we are witnessing worldwide in the economic, political, and social fields have set the tone for changes in the structure and actions of contemporary public administrations.
Governments have begun the process of generating policies among themselves to solve common problems, which has fostered a collective dynamic in a globalized world where borders are increasingly blurred.
This learning process has led most governments to redefine their external relations policies, particularly in economic matters. Within states, a transformation is taking place in the degree and form that defines their participation in change. Mexico has been no exception.
