Abstract

This paper describes the coordination problems of the Metropolitan Environmental Commission and its importance in solving environmental problems in the Mexico City metropolitan area. After comparing different international models and conducting longitudinal qualitative research based on interviews with key public managers and private stakeholders, three organizational scenarios are described and evaluated for feasibility, appropriateness, and acceptability by power groups. The result is the creation of the Metropolitan Environmental Institute, which proposes a new form of environmental management that has a high probability of being accepted by key decision-makers.

Luis Arturo Rivas Tovar, National Polytechnic Institute

He holds a PhD in Administrative Sciences from the National Polytechnic Institute and a PhD in European Studies from the Ortega y Gasset Institute in Spain. He is a professor-researcher at the School of Commerce and Administration of the National Institute of Technology (IPN) and a visiting professor at the Polytechnic University of Madrid. He is a member of the National System of Researchers.
