Abstract
Generally, when we talk about control or administrative control, we immediately have or perceive the idea of command, direction, dominion and regulation, which in turn implies a concept of predominant influence of one person over another (1), it also contains a certain idea of government restriction. As can be seen, despite being a term in common use, and perhaps for that very reason, it turns out to be an ambiguous concept that is too broad.
