Abstract

Mexico has been forced, especially since the 1920s, to adapt and expand its government administrative apparatus, transforming it into a promoter and guarantor of the permanent rise in the population's living standards at all levels. However, this administrative adaptation and development had not occurred in the systematic and planned manner that it had since 1976, with the Administrative Reform of the Federal Government initiated by President José López Portillo, to guide the change toward an effective, efficient, consistent, and honest administration.
