Abstract

The master's and doctoral programs in administrative sciences were created by the Higher School of Commerce and
Administration of the IPN in 1961, when Mexico's economic situation raised many hopes for future prosperity.
The quantitative data conventionally used to measure economic growth reflected a new historical trend. It seemed
as if the country was at a level from which it would never fall. Specialists in the field were preoccupied with
making diagnoses and predictions based on the assumption that growth would follow the trends observed until then.
They were not very concerned about probable risks and did not suspect that the situation would change and that
prosperity would turn into crisis.
