Abstract

This document is an effort to objectify as neutrally as possible the problems and possible solutions to the business modernization of Service Management Agencies in Medium-Sized Cities and main Support Centers — according to the definition of the National Development Program — which excludes four Agencies in Metropolitan Cities — Tijuana, Monterrey, Guadalajara and Gd. de México — and very small cities, where the differentiating factor is the Technology and the bureaucratic framework that administers them, in addition to the fact that the Policies of Decentralization, Growth and Development have been focused on medium-sized cities.
