Abstract

Karl Deutsch points out: "No policy can be implemented without an administration, because while it is the parties that organize to demand what must be done and the executives who come to office to say how such things should be executed... it is the men who are on the scene of events; the administrators who must execute them. Bad administration, even when there is good policy, can make or break a policy. For a policy to work, or for a leader or a party to have real power, they must have the support of an administrative body that is loyal and competent enough to carry out their orders."
