Abstract

In organizations, understood as social entities deliberately constructed or reconstructed by man to satisfy social needs (Etzioni, 1965) or as extensions of man to satisfy his individual and social needs, of course, also satisfying some individual needs by satisfying some social needs, generally the most important decisions are attributed to senior management, to the administration of the top (Katz and Rosenzweig, 1979: 340), even when it is understood that the proposals for alternatives or decisions can come from any member or group within the organization or from elements external to it.
